The control mechanism is the collective idea that math and encryption don't really work in practice coupled with an imagined, perfect adversary.
Maybe the pervasive pop culture idea that we are constantly under surveillance is itself the control mechanism

Can't find it right now, but there was a recent study that most people don't believe encryption actually works. Makes sense to me, because the general public relies on the imperviousness of human systems for security most of the time.
