Jay walking is more of a safety issue than a crime at this point. A few months ago I saw a dead guy on the highway because he didn't cross at an intersection. The guy who hit him was sober and was not charged, nor should he have been.
Isn't it true that in America you can get fined by the government for crossing the road without the state's permission? Jaywalking?
