Who told you that they don't have technical controls? The big cloud providers have more technical controls than most enterprises to make sure that no unauthorized users can access customer data. Their entire business model is based on it

A set of security measure + isolation/segregation between backbone and tenants (at Microsoft this is called Customer lockbox) but you are right this is not democratize yet and has been a known issue in traditional data center architecture

I’ve heard of lockbox. And at the end of the day all of these initiatives boil down to another assumption. You have no bad employees.

Far from reality (as a blanket statement). See: fedramp ac-4 and sc-7. Other frameworks as well. Also SLA should be highly specific and measurable. The segmentation must be an engineered spec. So... Disagree politely.
