I perhaps wouldn't compare Finland and California climate-wise... And besides, 80% of the country is classified as forest land. We don't exactly manicure all of it.

Controlled burns,ditches,& controlling landscaping all help to avoid forest fires& loss of property.All those pretty palm trees & pines go up like matchsticks& should be far from homes.They are not. Undergrowth & invasive species from landscaping only lead to hotter forest fires.

Raking the forest floor will do nothing to slow these fires, not even 1% difference. In fact, it will screw things up more, as it will prevent the larger trees from even getting started from a seedling.
