I have a suggested solution. If a third of the funding for any given derives from government then a third of the published study should be available. Can you imagine a journalist writing a book demanding their research be freely available to the public?

Obviously journals would continue to operate without revenue just like newspapers do. And the archivist fairies and magical servers and IT personnel would agree to work for free. I have a question though. I pay taxes so why do I also have to pay bus fare?
