I don’t really understand why they stalled debate if they can amend it on the floor. Dems say they can’t make substantive amendments. But, maybe they are all pandering to their base for show and playing a game. I just think it is good to link a source so ppl get some context.
Fair point on the link. The stopping of debate and killing of the bill is particularly awful since the house passed a reform bill. In what could have been a bipartisan coming together moment, Senate Democrats failed, big time.

Large bills have become popular since both houses are increasingly dysfunctional. The NAACP is less an independent voice and more left wing centered.
