Yeah. That was my point. Kim+Leno couldn’t beat Breed because only 75% of Kim’s votes went to Leno despite explicit co-campaigning of two well known local figures. It’s not so easy to pass your votes where you want.
This is also a feature. The voter has the say as to how they preference. Who your first choice recommends as your second might have some weight with you, but you are free to consider other things.
