How come height doesn't serve as a basis for identity group formation the way skin color, gender, or even weight do? Why don't shorter-than-average people pursue collective action?

I don't think this is it. Most short people don't counteract. I think reason is that there are both short men *and* women, and most men and women both only care about the man being taller, not absolutely tall.

Negative effects in areas other than sexual competition are too weak to bother fighting, like jobs.
