Yeah hofstede distance for example. But I’m wary of that. Your best friends may not be the ones most affected by your actions.

Agreed. I'm just pointing out that geography isn't the only indicator of "my politics will effect you." For example, NATO defense commitments. Same for Taiwan and ROK. Very far away but very linked in important ways. I was thinking "connection" in that sense.
