Why do people flutter their hands in front of their faces when overexcited (like meeting their favorite celebrity)? Does it have something to do with hyperventilation? Or is it a non-functional gesture? Only seen it in America and mostly teen girls who do it.

If you start crying while you’re wearing eye liner, it streams down your face, so yes. It’s related to makeup. You wave your hands like fans to dry your mascara, eye liner whatever.

So if you have years of joy or sadness, you would need to keep your eye liner from streaming. The behavior is then probably mimicked by girls who aren’t wearing makeup or forget they’re not wearing it.
