One source is the belief that the superior person had it easier -- e.g. envious of the class topper who's "smart to begin with". Another could be the perceived unfairness in how the superior behaves with others -- e.g. being a show-off, treating inferiors as not-worth-the-time.

@EmanuelDerman 's definition of "envy" derived from three basic emotions: desire, pain, pleasure. And envy is pain at another's pleasure.
