Well, half the world... the inter caetera had the effect of weirdly segregating Spanish and Portuguese zones from age of exploration, and except for Philippines I’d guess the eastern hemisphere basically didn’t notice

It's possible. I'm not convinced, though, but I'm only relying on my memory of the Spanish American war. David Healy wrote about US expansionism during this period and he discussed the goal of opening Asian markets to American goods.

Yeah China trade did open up as a result, but the war itself did not penetrate directly beyond Philippines. And Africa was entirely unaffected I’d say. Basically looking for when elites around the world might first have been talking about the same world affairs.
