Hmm, 3 people have offered Utica, NY as a candidate, interesting. I've driven through, but never stopped. Though being a refugee sanctuary city is a different vector of homogeneity.

Is there such a thing as a high-diversity town that is not a university town? I think small communities are homogeneous by default.

What makes Utica interesting IMO is that it's re-settled thousands of refugee families over the years with very little local resistance. It's actually a source of pride for the city. Relatedly, I think Utica has had less white flight than peer cities like Syracuse and Rochester.
