If someone asks "do you want to hang out sometime?" and you really don't, what's a way to say as much without leaving them feeling bad

This is what is known in computer science as an NP-complete problem. There are no good general answers. Just situational hack answers that approximately work.

I keep meaning to ask you this: how are you on twitter so much? Do you get good cell reception out on the wild pasture or wherever it is you hang out?

Yep. I'm in an orchard right now and most of the places I graze are pretty cell serviced.

That’s mildly depressing to hear. I was enjoying the idea of your tweets being reports from some sort of bold, out-of-cell-range wild frontier of human rewilding So you’re just like the rest of us, tethered to the fake news, just with cows in the picturesque background.

Ah yes, many a person has assumed such a fantasy of my life. Heaven forbid I'm an integrated person just like the rest of us, whose vocations are connected both to land and cell towers ;) I'll be a grass nomad in the future; for now I have tower coverage or wifi at home.
