If you think of "intelligence" as consistency, then this is a major topic in philosophy of statistics. I wrote about this, but it is too long to quote quickly.

I've heard several uses of that term in different contexts, but usually it just means something like unsupervised AI learning. Not model-free in the metaphysics sense I mean.

It means intelligence needs models to work with that’s all. It can recognize unmodeled behaviors after the fact but not generate them. Stupidity can.
