I've heard several uses of that term in different contexts, but usually it just means something like unsupervised AI learning. Not model-free in the metaphysics sense I mean.

It means intelligence needs models to work with that’s all. It can recognize unmodeled behaviors after the fact but not generate them. Stupidity can.
