I feel like I likely have lots to contribute here but I'm a bit confused by the terminology. can you give an example of "local community developing metis"?

Metis is just tacit knowledge that accumulates in any human activity involving any level of skill. It is legible, credentialized knowledge that is anomalous. So trivially, yes. The non-trivial question is: can there be formal teaching/meaningful credentials for online behaviors?
I guess karma in reddit-like networks could be like a credential. Seeing your karma go up or down in response to your actions is the teaching.
Of course they can be gamed, decoupled from what's best for the community. Same as any credential.
