I don’t think it will. Its complexity is self-limiting beyond universities. The power of Corp HR is vastly overstated on such matters. Legally, the gays vs bakers type cases should create a body of case law that’s more usable than this COBOL code.

Overblown in media. That’s mostly in a few fringe conferences. I have faith in the sheer apathy inertia of the core. Actual born shifts are getting litigated by #metoo type lynchings mostly more than codes of conduct.
I do agree that most of the time the “punishments” associated with infractions are not “harsh” but mainly involve some shaming and the expectation that you will say you are sorry and not do it again.
