In the OODA loop, you don’t usually get paid for the observe and orient work. So if you’re in OO-dominant mode for too long you’ll run out of money unless you have a lot of capital. Conversely hand-to-mouth existence is all DA, no OO. Capital (=PE) levels predict OO-dominance.

Boyd said there are different sized OODA loops running at different levels of the organization. Sounds like you mean an individual working one part of an OODA loop that's bigger than they are.

That’s one reason it can happen, if there’s an actual adversary. It can also happen simply because things get too complex and there’s no intentional adversary making it so. Like a hurricane hitting your town.

I go back and forth on whether or not to think of notional adversaries (nature, system complexity etc etc) as real adversaries. I tend not to. It’s useful to keep a clean/narrow definition of adversaries as conscious agents with hostile/malicious intent.
