I’m going to call this anticonservatism.
Conservatism: assume all humans are irredeemably corrupt
Progressivism: assume all humans have at least a small chance of evolving into their best selves
Anticonservatism: Better that many guilty go free than one innocent be hanged

Hmm. There’s an interesting moral parallel to antifragility. A policy that, under tragic assumption of human nature, would do a little harm, but under idealist assumption of human nature, does a lot of good.
