What do people think of effectuation as an alternate to manifesto-ish thinking? Too simple? Not well-posed enough? There’s something interesting here though the construct seems a little forced/overfit

I'm still not sure I understand the question. "Manifesto-ish" thinking is the idea that's not well posed compared to Effectuation which has academic research, books, videos, websites.

Yeah wasn't claiming manifesto-ish thinking is well posed. It's just popular. Easiest thing to do in the world is throw together a bullet list of vaguely relevant beliefs around something.
