I'm still not sure I understand the question. "Manifesto-ish" thinking is the idea that's not well posed compared to Effectuation which has academic research, books, videos, websites.

Yeah wasn't claiming manifesto-ish thinking is well posed. It's just popular. Easiest thing to do in the world is throw together a bullet list of vaguely relevant beliefs around something.

Regarding the wiki link, I hope it's not over simplification to say it's the difference between means-driven and goal-oriented. But to take an existing example, and in your own terms, , would you say that Breaking Smart was effectuation or manifesto-ish thinking?

The concepts I most closely associate with are Boyd's OODA loop and Wing Chun. They're principles for surviving and thriving in inherently hostile environments.
