It might "feel" harmful, but this is just the normal process of contraction and expansion of life. Breathing out seems like a bad idea, until you realize that you need to do it to get rid of the stuff the body doesn't want. Retreat is the exhalation of the memetic organism.

Another way to think about it is the division process in a fetus as different organs begin to form. We're at the stage of the planet where we are getting ready for birth, out into the rest of the galaxy. We have to specialize, forming organizations around types of functions.
