When people say they don’t believe in democracy they seem to mean procedural element of voting.
Voting is just a way to briefly interrupt eternal debate to take a step forward. The eternal debate (in the best sense) is the actual core. You can only tire of it, not disbelieve it.

They mean a democracy without strong controls (e.g. bill of rights or judiciary review) quickly devolves into a majority stripping away the rights of a minority.

That’s not what’s been driving anti-democratic sentiment lately. It’s mostly a revival in admiration for monarchism, where debate is rendered moot by the superior wisdom of god-kings.
