This is actually one example where there might be a case, given that the NRA has managed to block all attempts to create a searchable centralized database and ensured that records are kept only in paper/microfilm. They are able to block transparency because it is centralized.

Kinda like Sousveillance. Instead of using the mob with smartphones to video problematic events in public spaces, you have them log a sort of mob-created blacklist nobody can shut down. Not saying it’s a good idea, but there’s a reason to try this angle.
