Uncertainty in a complex system can resolve itself in either pleasant or unpleasant ways. In general you can assume that the resolution will be unpleasant. Most mutations are bad Most infirmities make you worse off Reactor accidents tend to kill rather than confer superpowers

OTOH can uncertainty be a necessary condition for progress and avoiding stasis, and can certainty eg communist production quotas lead to wider systemic meltdowns?

Only in completely random systems. Systems designed for resilience, use controlled failures as a way of de-stressing the system, so catastrophic failures don't happen. Evolved systems either work or fail. The failed systems don't breed. #DarwinAwards
