Okay Emotional Support Peacock (henceforth ESP) is almost certainly a publicity stunt and a pretty good one.
I suspect the only animal which can meaningfully play that role is a dog. Not even cats or parrots. Larger mammals could but would be inconvenient.

Technically, anything warm and with weight that rests upon the human body, can be a form of emotional support. They have weighted blankets for reducing anxiety, for example.

Presumably animals add an emotional attachment angle otherwise they’d just prescribe teddy bears and blankets.
Peacocks afaik, add no features beyond blankets and are probably worse than blankets. Unlike dogs.

This is serious: in California miniature horses can be trained as support animals and thus are allowed in businesses etc. i admit I’ve never seen it, but i’ve only had 12 business for 30 years, there’s still time
