Anybody know of any general book or study of regulatory dynamics? (eg. game theory of how industry and government create the playing field or something)
ie not governance policy/principles, but the game by which beliefs about policy/principles contend to equilibrium

I'm not sure exactly what you're looking for, but the political science literature has a ton of stuff in this realm. I'm not familiar enough with it to offer a recommendation, however.
cc: / - any ideas where to look?

Don't want a wide-ranging fishing expedition map, but more of 1-2 keystone/anchor readings that orient around how the game is played. Say Dictator's Handbook level.
Best way to understand this is through historical case studies. This is a great history of telegraph and telephone regulatory debates of the 19th century. Lots of analogies. amazon.com/dp/B00EEO535U/
