      "open secrets" also have associated alibis, excuses, and plausible deniability should they be exposed to the outside. In other words, "open secrets" are complex social constructs that span identity, affiliation, differentiation, status, discourse, and behavior.

      I'm not sure about fear, i.e. is fear and essential aspect of "open secrets". But moral ambiguity does figure in, as follows: The in-group "bends the rules" of it's own morality to accept openly the "secret", which should be shameful but isn't.

      "open secrets" are usually taboos that the in-group no longer treat as taboo, but still maintain a facade to outsiders.

      To understand and accept an open secret is to be "savvy", "sophisticated", and "insider". It's seeing past the "superficiality" of the taboo because one is "wise to the ways of the world".

      But open secrets are also sustained and protected because of incentives and vested interests. Also by the nature of the secret. Only contested/partial taboos are candidates for open secrets.

      My original question about fear was with the following context in mind: silent bystanders in workplace harassment scenarios. Bullies at work and their acts are known to many. Does not exactly fall under incentives or vested interest.

      That sounds more like a competence problem, not knowing quite how to intervene effectively. For eg a clumsy intervention in a bullying situation might leave the victim feeling publicly humiliated at appearing to need help etc.

          Sounds like you are assuming there are established ways of competent intervention and that is all it takes to solve the problem. Waaaay bigger and complex than that.
