The Arizona shooting-by-cop video is the worst I've seen so far. There is no blurriness or ambiguity. It's a steady continuous shot covering the whole scene.
I don't know police procedure but it seemed like the cop was deliberately trying to create a reason to shoot.

Hard to speculate about motive. Seemed like he was scared to me. He was supposed to be in control of the situation but he couldn't think more than one step ahead.

Yeah, local policy differs, but in general you order someone to put themselves into a position they can't physically threaten you from, then you restrain them. In this case the officers didn't want to go to him cuz it would have meant they got closer to the door.

However, there were options. They could have told him to turn around to see his entire waistband. They could have corrected him when he started crawling on his hands. They could have explained why he shouldn't put his hands behind his back after he made the first mistake.

Not to mention the generally intimidating tone. I'd have thought the goal would be to not scare the bejesus out of people who seem compliant and scared already.

Cops are generally stupid. Departments can't pay enough for average or above average people. They're all taught to assert and maintain dominance above all else. Only a couple smart ones can learn to moderate it.
