I always knew this as Tuttle's Law, about there being a finite amount of working stuff in the universe, with both local and global effects. When something breaks, something else starts working again.

Is there a word for a state where lots of non-critical things are constantly breaking and either fixing themselves, or being fixed by blunt methods like unplug/replug again in mysterious ways? At any given time 30% in this state say. Crypticcrappiness is my term for this.
