NN is already kinda a myth. There are good engineering reasons to break it but danger here is that those aren't the reasons at work. Telcos want to de-dumbify pipes to secure markets, not make packets smarter to improve network price/performance.

Perhaps the best tweet sized description of what's happening. Perhaps it goes even deeper than corporate interests. Ajit Pai's enthusiasm to repeal NN suggests there's vested state interest at stake here, state control over the net?

Don't you think it'd be a bit of both? Some cos will capture markets and some will improve network perf. With each set losing customers to the other based on what the customers finally want.
