that seems true for coining metals (and obviously paper fiat) but not for other kinds of (proto-) money

Depends on the metal I think. Kissi money, bundles of iron rods, seems to have have been managed in a decentralized way. Gold tech doesn't need much centralized sophistication, but mining it does due to ore concentration. liberiapastandpresent.org/kissi.htm
