Quick question: is DOE research military administered (given nukes angle), like DARPA/ONR/AFOSR? Or more like NSF? Or a hybrid?

Awards where classified material is the intended result have more direct administration (eg nat'l labs, DARPA, etc) /1

For work NOT admin'd by mil. or born secret, the Invention Secrecy Act can offer addt'l reach for GSCP classification via secrecy orders /2

This would cover new inventions or unexpected applications occurring from work that is not already classified or administered as such /3

More of an edge case, but to your hybrid pt, it highlights measures for clf of work regardless of agency/admin (eg NSF, DOE, even indpt) /4
