The mental block I have generally is why the average consumer would need a strong guarantee for many of these use cases.

They have an incentive to screw with it. For example to make the warranty run out sooner. See Volkswagen emissions testing fraud for example

Installing bad hardware/software on millions of vehicles doesn't seem analogous to cheating an emissions test.

Would be nearly impossible to get away with odometer cheating - too much 'surface area' that's exposed. Unlike the tests.
