Trust doesn't necessarily go away in bad times--it just becomes parochial. Lowered generalized trust, increased particularized trust.

Yup precisely, but arguably, particularization is a kind of net devaluation.

And who's to say that's not sensible? Maybe some groups of people really are less trustworthy than others. I wonder if there are studies...
