I have to say: customers are complicit in messes like United. Tragedy of overhead bin space is an example of poor customer culture.
Tragedy of commons of everyone trying to get the biggest share at others' expense.

Having flown a fair bit in last year, that's not my experience, but YMMW. Also, airlines tightly control that (esp. w/ gate-checking bags).
