Why don't programming guides begin with actual bottleneck (shell navigation, config, env, port permissions)? Programming proper is easy.

it has always seemed that environment setup is a weird weed-out test from the engineering community

just like technical interviews. Too much of engineering is this brain-size contest bs and not enough is empathy, solving real problems.

Some do. This is the whole idea behind starting with "Hello, World!" Recognizing that "setting everything up" has to happen first.
