I can see it working. Call it Slack Ecosystem, position as civic infrastructure underwritten by institutions
corporations, government departments, bloggers, city halls,... any obvious social/community hub can host a public slack

I doubt it. Slack had too much cognitive overhead for the unwashed masses. It's not really catching on even among techies in India

not sure, at least for me the appeal of twitter is quite different from IRC done right.
