Many mechanisms can destroy complexity at large scales (quakes, novas, nukes), but only 1, evolution, seems to create arbitrary complexity
I didn't say evolution cannot also destroy on a large scale. Just that it seems uniquely capable of creating complexity.

Deliberate design by a non-evolving being (like humans over short-term) seems to top out in complexity at say the space shuttle

Depends on how you define complexity. We might have out-complexed evolution substantially by now.
