I'm kinda curious: since racism seems to be tribal-racial human default, where/when did non-racism first appear as general civic norm/value?

that's too legalistic and specific. I'm thinking general recognition of Others as humans rather than subhuman.

That's a pretty low bar: "you can exist with us." 🤔 Some of the early shipping ports might also qualify.
