it will come down to app support which comes down to 12" sales vs all others. it's niche w/i niche.

I don't think Mac will go ARM though. But ARM vs x86 will probably be meaningless in that performance range by 2017

I think future proofing within ARM for iOS is a bigger reason for that move than making Mac OS x86|ARM agnostic.
