Question: legally, who actually owns medical records? The doctors who produce them or the patients they are about?
Seems like patients have incentive to alter them for insurance fraud, but doctors have incentive to not share to create work for each other

Asking because getting doctors to forward records to each other is like pulling teeth, even above and beyond IT issues.

@vgr dunno, In India we had a paper file that patients would keep and take to each doctor. why can't that be digitized, secured w touch?
