1/ Libertarianism is an extremely strong preference for the rule of law and paradoxically requires a strong and active state.

I’ve reached the same conclusion. Moreover I think it can only exist in a state with relatively strong government.

weak states ideologues are too concerned with the lower rings of Maslow’s hierarchy. Exist as a non-elite ideology I mean.
