. that's closer...a specific kind of dilatory motion. Not procedural delays like adjournments or filibusters, but content.

. I don't think "riders" are necessarily intended to stall. Sometimes they are ride-alongs?

. yeah, I think "poison pill" or "wrecking amendment" might be it, but still feels like I am missing a word I've heard/know.
