Good subtlety here. If you are an NYT reporter or an academic epidemiologist the bluecheck is about protecting others from impersonators trying to spread disinfo by borrowing your *external* credibility. If bluecheck itself is your only credential you’re not worth impersonating.

Per Musk they’re planning to use those "US government official"-type labels more widely. Presumably NYT reporters will get one. So they're not taking away the identify verification, only the weird status that built up around the little award-like badge.

So all the academics and scientists and lawyers and retired officials are all going to have their credentials individually confirmed by someone at twitter? Maybe fax them a transcript and a pay stub? Or is every rando on here suddenly going to be a "Professor of Epidemiology"?

There’s already some unclearly defined notability standard for verification, so presumably they’ve already been doing something like this. I don’t know. So far this is the sum total of Musk’s explanation on this point:
