Oddly enough you rarely see mineral processing and manufacturing facilities in scifi plots.

Because after a point, new planets don’t provide additional exploration or ‘quantity of land’ value. Nothing left to do but dig.

Expanding the frontier? Seems like the closest reason to imagine pushing out in horrendous work/life conditions.

space is mostly rocks, or at least the parts of space that anyone might want to go to

would probably make sense for them all to be manufacturing hubs too given the raw cost of hefting anything into orbit
