I’m not convinced that this is directly achievable, but this is sorta parallel to long game – basically instead of thinking in city-states think in seed networks of people. so it’s more like 100x dynamic social graph nodes, which will likely be localized to cities

yea I realize I’m overfitting lol just got momentarily excited by the imagined similarity ig. That said I do think utility network hubs can be enriched thru affinity nets if ppl are deliberate about making useful connections. But yea I don’t think it’s enough to make new cities

background: agriculture was 99% of the economy in most of Europe in 1000AD. Roughly 1/100 was anything other than a farmer. (*ish) now agriculture is 1% of the economy in (say) the UK. A few percent in America. Land is basically worthless, particularly degraded farmland.
