Germany's power crisis started long before the invasion. Ukraine was just the cherry on top of decades of bad policy.

NatGas accounts for 26.8% of primary energy consumption (all uses, data of 2020). Of that, 32% is from RU. The problem is much bigger than (just) electricity. And some uses, such as heating, are not easily substitutable.
