I’m all for protecting ocelots but this way of doing it seems to involve a lot of unnecessary extra steps. Why is the FAA indirectly trying to do the job of the treasury department (taxes) and whatever appropriations committee funds national parks?

Reminds me of the Yes, Prime Minister episode where Jim Hacker’s daughter gets involved in a badger protection ngo that is blocking development of sone real estate and towards the end we learn there aren’t even any badgers in the area anymore
Though there seem to be ocelots here
