This is actually a super interesting question. Why doesn't Silicon Valley expand inland? Apparently this area is all cliffs and landslides, but why not start a little mini-Silicon-Valley in Sacramento or something

Route 1 is a narrow strip that can barely support a few small towns south of Monterey. Other side of cliffs is dry Central Valley desert — unlivably hot 3-4 mo/year, and oligarch fruit farming through unsustainable water use. I was briefly involved in a water project there.
